President Bush's new chief of staff, Joshua Bolten, faces tough times ahead to raise dropping approval ratings.
Tough choices for new Bush staff chief
President Bush replaced his old chief of staff, Andy Card, with Joshua Bolten in an attempt to raise his approval ratings, which is in the 30s. It's an old trick. President Reagan did it when his approval ratings were in the 30s. After getting four new members for his inner circle, his ratings nearly doubled. President Bush is hoping Bolten would do the same for him.
It's quite obvious that only exchanging Card for Bolten would do nothing to improve Bush's popularity. Most Washington insiders see very little difference between the two in terms of personality and methodology. For a positive change in approval ratings, Bolten will have to do some house cleaning. He has the tough job of advising the President on personnel choices to improve the image of the White House. He must figure out who's dragging the team down in the publicity battle and who's expendable. We'll see in a few months how this will shape the White House for the remainder of the term. One can't envy Bolten's new position since it could turn out that the best thing for the team is to bench the President.
